Ontario Drinking Water Stewardship Program

drilled wellThe Ministry of Environment has established the Drinking Water Stewardship Fund, a support program to help landowners and businesses take action to reduce existing threats to local municipal drinking water sources that are identified as significant in the Cataraqui Source Protection Assessment Report.

Priority funding is available for:

  • septic systems and holding tanks
  • fuel handling and storage
  • wells
  • large chemical storage facilities.

Eligible Areas

Priority funds are available for the four significant drinking water threats listed above.

Funding is limited to the wellhead protection areas for Cana Subdivision, Lansdowne and Miller Manor Apartments.

If you have a property with one of these identified activities in one of the eligible areas, you will have received a letter from the Cataraqui Source Protection Committee.

Funding Application Review Schedule

Applications will be reviewed according to the following schedule until all funds have been allocated:

  • April 30, 2012
  • June 30, 2012.

Septic Systems and Holding Tanks

Improperly functioning septic systems and holding tanks can cause pollution problems. Funding is available to inspect, repair, upgrade or replace faulty septic systems or holding tanks that are identified as existing significant drinking water threats in the Cataraqui Source Protection Assessment Report.

Costs that are eligible include permits and approvals, material and supplies, labour and professional fees.

Grant rates are 80 per cent up to a $7,000 maximum for conventional systems and $15,000 for advanced systems.

Fuel Handling and Storage

It's important to ensure that fuel tanks and lines are in good condition. Over time they can corrode and leak. It takes a very small amount of fuel to contaminate a large volume of drinking water. One litre of fuel can contaminate 1000 litres of water.

Projects that are eligible include:

  • inspecting fuel tanks, lines and related equipment and repairing or upgrading as necessary
  • installing equipment to prevent tank overfilling
  • precision testing underground storage tanks and lines for leaks
  • inspecting leak detection equipment and making repairs as necessary
  • cleaning up a domestic fuel spill.

Costs that are eligible include permits and approvals, materials and supplies, labour and professional fees for design, inspection and construction.

Grant rates are 70 per cent up to a maximum of $2,500 for residential uses and $5,000 for commercial or industrial uses.

Wells

Unused wells or improperly maintained wells can be pathways for pollutants to enter groundwater and pollute the water supply.

Residential, business, institutional and farm landowners whose properties are in the Miller Manor Wellhead Protection Area are eligible for these grants.

Projects that are eligible include:

  • well inspections
  • well upgrading
  • well replacement
  • well plugging

Costs that are eligible include permits and approvals, material and supplies, labour and professional fees.

Grant rates are 80 per cent up to a $2,000 maximum for upgrades and repairs and $4,000 maximum for plugging.
