Public Open House in SydenhamThe Clean Water Act sets out a process and requirements for developing plans to protect drinking water. The Cataraqui Source Protection Area, consisting of 12 municipalities, is the area for which a source protection plan will be developed. Guiding this process will be two bodies -- the Cataraqui Source Protection Authority and the Cataraqui Source Protection Committee. Each has different roles and responsibilities.

Source Protection Authority

This is comprised of 18 members. It is the board of the Cataraqui Region Conservation Authority, plus one representative from the Township of Frontenac Islands.

The Source Protection Authority is mainly responsible for providing administrative and technical support to the Source Protection Committee while they work on the various tasks involved in developing a source protection plan.

Source Protection Committee

The Source Protection Committee (SPC) is made up of members of the community from various interests. The general composition and requirements of the SPC are set out in Ontario Regulation 288/07. However, source protection authorities have some flexibility in determining who would best represent their watershed communities and how those members should be appointed.

It is the job of the Source Protection Committee to prepare terms of reference, an assessment report and a source protection plan. They will be assisted in this process by a number of technical staff from the Cataraqui Region Conservation Authority, municipalities, health units and other government agencies with an interest in clean and plentiful drinking water.

Composition of the Cataraqui SPC

The Cataraqui SPC consists of 16 members, including a Chair. The regulations require that SPC membership must be composed of one-third from each of the following sectors: municipal; economic and other public interests. The division of seats within these sectors and how these members will be selected has been left up to individual source protection authorities, so that the SPC can reflect local conditions.

The composition of the Cataraqui Source Protection Committee is as follows:

Municipal Sector

  • Municipalities - 5 seats

Economic Sector

  • Agriculture - 2 seats
  • Tourism and recreation - 2 seats
  • Industry - 1 seat

Other Public Interest

  • Environmental organization - 1 seat
  • Lake Association - 1 seat
  • Public - 3 seats
